DAVAO CITY, Philippines BREAKING NEWS — The 14 year-old Davao City, local shopping center NCCC Mall was caught by a massive fire two days before Christmas on December 23, 2017. The saddest part : 37 people dead in NCCC Mall Davao Fire. What were the loopholes? 3 THINGS 1.  Authorities found that there was no functioning sprinkler system at the third floor of the building, where the fire started. 2.
